CONCEPTUAL FRAMEWORK

FIRST INTERNATIONAL CONGRESS ON DISTANCE LEARNING

DISTANCE LEARNING IN LATIN AMERICA

CHALLENGES, SCOPE AND PROJECTIONS

(Chancellor’s Decision N° 401/11)

In Latin America, Distance Learning, according to García Aretio, originates “as a result of the pressing necessity to tackle the problem of educating great masses of population and as a response to granting first-class education regardless of the difficulties in the access to education, as well as to training and keeping the professionals in this area up to date” (García Aretio: 2010). However, the development and expansion of regional diversity, the specific training in this area and the spread of technological resources, bring forward a number of issues in the agenda of Latin-American educational institutions which are currently developing or seeking to develop projects on Distance Learning.

In this regard, a series of considerations should be analyzed and discussed:

  • The conception, trends and social perception of Distance Learning in Latin America;
  • The theoretical and conceptual framework in close relation to the region’s needs;
  • The region’s most used technological resources, systems and programmes;
  • The social impact of institutions which have adopted Distance Learning,  in the different levels of both formal and non-formal education;
  • The quality and equality in Distance Learning; the problems related to the access and exclusion in a scenario of technological spread; education policies and accreditation requirements in the different countries of the region;
  • Social networks and virtual communities: the new environments where the teaching and learning processes are developed.
  • The impact of international cooperation networks (consortiums, subsidy programmes).

Within this context, the aim of this meeting is to provide an opportunity for all participants to build up shared knowledge and to exchange experiences based on the challenges, scope and projections of the different Latin American countries in the area of Distance Learning.
